Low Income Energy Assistance Program (LIEAP)

• LIEAP applications are available from local utilities, by calling
307-460-2020
or 1-800-246-4221.
• To qualify for LIEAP, an individual's gross monthly income may not exceed $1,863 a month. A household of two cannot exceed a monthly income of $2,508 to qualify.

• Applications are processed from October 1 through the last day of February.
•
To apply, you need one form of identification, three consecutive paycheck stubs, pension award letters, your most current income tax return, and information regarding other general assistance and/or income.
• If you are a home owner, you will also need proof of your fuel bill. If you rent, your landlord must complete a “Request for Rental Verification Form.” You can get this form from LIEAP.

You have to first apply for LIEAP to qualify for Weatherization.
• This federal/state program is at no cost to low income people and lowers fuel costs by improving home efficiency. It also will monitor for unsafe conditions, like carbon monoxide emissions, poor ventilation, and faulty wiring. • The program will also work at adjusting, tuning, and working with heating systems, hot water systems, drafts and air leaks, and insulation to make homes more efficient.
CRISIS Benefit Program

• This program offers a maximum benefit of $600 to individuals and/or families facing an imminent gas shut off, or who need a deposit for new services or help with back bills.
• To quality for this, you must be LIEAP eligible, and fill out a CRISIS Assistance Application (found at the LIEAP office in Laramie).
Energy Share

• Funded by utility companies and private donations, Energy Share provides energy assistance to those who do not qualify for LIEAP and “are experiencing a situation such as a medical or family crisis, which makes it difficult to pay their energy bills.”
• Applications are available at the Salvation Army or at the Sundance, Sheridan, or Gillette Powder River Energy offices.
• To apply, you must have applied for LIEAP first, verify your wages, and explain your emergency.
Wyoming Energy Savers

• A loan program developed by the Wyoming Community Development Authority to address the need for improved energy efficiency in homes.
• To qualify, income cannot exceed 80 percent of the U.S. Dept. of Housing and Urban Development's area median income by family size and county.
• There are no loan-to-value requirements or credit requirements, but the borrower must be current on their monthly mortgage payment, real estate taxes, and homeowners insurance.
• Loans range from $1,000 to $7,500.
• Two loan types are available under WES: amortized and deferred, depending on total annual family income. The interest rate on the deferred loan is 3% simple interest due and payable upon transfer or sale of the property or at the time the home ceases to be the borrower’s principal residence. The interest rate on the amortized loan is 4% per year for a term of 1 to 96 months.
• Rehabilitation is limited to items such as furnace replacement, ceiling insulation, set-back thermostats, caulking, weather stripping, exterior storm windows, exterior doors (including storm doors and patio doors) and repairs necessary to complete these improvements according to the most restrictive of UBC Code or local code.

• The Wyoming Business Council administers the State Energy Program, funded by the U.S. Department of Energy. The program works to expand opportunities for alternative or renewable energy use using domestic fuels or resources. Public and private entities, including industries, have become more energy efficient as a result of the program that covers buildings, transportation and public outreach.
Small Business Energy Audit Program
• This matching grant provides 75 percent of up to $4,000 for a level 2 energy audit. It is open to all who meet the SBA definition for small business. Topics include building shell, lighting, HVAC and process energy. Manufacturers may use the audit to qualify for sales tax abatement on energy used in the manufacturing process.
